Pursuant to F.S. 101.572(1), the official ballots and ballot cards received from election boards and removed from vote-by-mail ballot mailing envelopes and voter certificates on such mailing envelopes shall be open for public inspection or examination while in the custody of the supervisor of elections or the county canvassing board at any reasonable time, under reasonable conditions; however, no persons other than the supervisor of elections or his or  her employees of the county canvassing board shall handle any official ballot or ballot card.


Pursuant to F.S. 101.572(2), a candidate, a political party official, or a political committee official, or an authorized designee thereof, shall be granted reasonable access upon request to review or inspect ballot materials before canvassing or tabulation, including voter certificates on vote-by-mail envelopes, cure affidavits, corresponding comparison signatures, duplicate ballots, and corresponding originals.

  • Public inspection of sealed vote-by-mail ballots is available upon request between 3 pm and 4 pm on March 6, March 13, and March 16.  Requests should be made 24 hours in advance by calling 904-491-7500.  Individuals wishing to inspect vote-by-mail ballots received after 2 pm on March 16, 2024 through 7 pm on March 19, 2024 must be present throughout the day on March 19, 2024.
  • Ballot materials are available for review upon request for individuals that meet at least one of the qualifying criteria:
  • A candidate
  • A political party official (as designated by the party)
  • A political committee official (Chairperson or Treasurer)
  • Individuals must complete and submit the Certification for Request to Review Ballot Materials.
  • Due to space constraints, only one person is permitted to review or inspect ballot materials at each appointment.
